Folio 68: Royal instructions for Sir Robert Southwell as Envoy Extraordinary to the Court of Portugal. Chiefly concerned with the payment of the arrears due to the English troops in Portugal 400 of whom are to be sent to reinforce the garrison of Tangier, another 100 to be contracted for work on building the mole there, and the remainder to be sent to England. To maintain and defend the treaty rights and privileges of the English merchants. To inform Thomas Maynard that he must return and defend himself, but he will not be convicted without a hearing. Claims of Mr Robert Cock and Lt. Colonel Ramsey to be supported. Now that Bombay has been handed over to the East-India Company the Viceroy of Goa should be told to continue mutual friendship with that place. The King could not have done more on behalf of Portugal in the Anglo-Dutch negotiations at Breda in 1667, and he is very well satisfied with the Portuguese ambassador, Dom Francisco de Mello. Southwell must press earnestly for the payment of the balance of Queen Catherine's Portion, and settle the Portuguese claims over Tangier.
