Folio 162. Memorandum [anon.] entitled 'Unassuming sentiment about some questions contained in [?or arising from] the recess of [the convention of] the circle of Franconia dated Sept 16, 1695 [Not copied into this volume] concerning point 2 of the proposition, touching the [entitlement of the]circle of Upper Rhine to association [with other circles] and asserting that the circle had entirely 'free hand'. Followed by a paper inscribed 'Well-intentioned reflections' about attitude and actions of the landgrave of Hessen-Cassel and the Protestant estates of the circle of Upper Rhine. Deducing from earlier recesses of both imperial diets and circle conventions between 1554 and 1655, and principally from the provisions of the treaty of Westphalia, 1648, the perfect legality and even necessity of denominational parity in the representation of the estates and recommends that wherever it does not already exist not only in general or territorial assemblies but also in the highest administrative and jurisdictional authorities and imperial councils, it is not to be introduced by special legislation, but neither are the old observances to be abolished. For the rest, everybody, from the Emperor downwards, should be left to enjoy his own rights, his own territorial liberties and customs without distinction between Protestants and Catholics.
