Folio 158. Proposals [anon.] entitled 'Unassuming thoughts of an interested party ...' how to give aid to the circle of Upper Rhine in the present emergency. Asserts that hardly a third of its estates 'concur' with the circle since the remainder are partly so weakened by the enemy as to be unable to contribute anything to the defence effort of the association, partly because they are enemy-occupied. Suggests that those of the five other 'upper' circles that are in a position to do so should be made to help them by prests for which there is ample precedence in the implementing regulations of both imperial diet and circle convention recesses, or that the allies be asked to consider the grant of an adequate sum of money. Endorsed by Stepney 'Moyens proposez pour le soulagement du cercle du haut Rhin'.
