Folio 144. The delegates of the writ office of the circle of Upper Rhine, in the name of the circle directorate, to the delegates of the five other 'upper' circles. Propose that in the face of continued absence of some Protestant princes and other estates of the circle of Upper Rhine from their convention and their refusal to take part in their deliberations and conclusions, moved by their pretended eagerness to achieve 'religious parity' in the directorate, the remaining five circles of the association should intercede with the non-conforming party whose ranks are diminishing; criticise, in particular, the two landgraves of Hessen [Charles of Hessen-Cassel and Ernest Louis of Hessen-Darmstadt] for their attitude in actually appearing, but only to threaten to have decisions of the circle convention declared 'illegitimate' and not binding, whilst they, in fact, have made extensive levies of Hessian troops in their respective territories. Endorsed 'Concept Propositionis von dem Ober Rheinischen Creyss Directorio an das [sic] Convent der 5 hier versambleten Creyssen'. [Draft].
