Folio 135. The writ office of the circle of Upper Rhine to the [imperial] city of Frankfurt and other estates who sent no delegates to the convention of the circle, mutatis mutandis. Remind them that their non-participation in the deliberations of the assembly which, in order to find the means to raise an adequate defence force, decided upon a contribution of 200 'Roman months', does not entitle them to consider themselves, without authority, exempt from the obligations imposed upon them. Enclose copy of the repartition (see f.102) and request a declaration thereon.
