Memorandum [anon.], being 'unauthoritative' proposals, probably commissioned for the regulation of 'étapes' and marches in the circle of Upper Rhine to simplify and make practicable [the provisions of] § 13 of the Association recess ofthe six 'upper' circles of Jan 13/23. Consisting of twenty-three paragraphs, drawn up in anticipation of the passage of extraneous troops, particularly from the circles of Westphalia, Lower Rhine and [Upper] Saxony, and auxiliary forces.
