Reglement, i.e. set of regulations concerning the defence force to be furnished by the circle of Upper Rhine, in seventeen articles, covering, inter alia: general finance, quartering, posting and billeting of officers and other ranks; mobility, i.e. interchangeability of officers, at regimental or higher staff level, and of contingents furnished by particular estates; promotion; administration of military penal code during and after the campaign, e.g. imposition of cashiering and death penalty upon officers requiring consent of estate furnishing the contingent; troops generally to be sworn in on the circle; allowances, extra pay and deductions: no rank to claim allowances for wife and children; procedure against the 'morosos', i.e. estates owing, in arrear with, or withholding, their 'quantum', and the status of 'exequiers', i.e. officials collecting it.
