Folio 92. Deliberanda' for the convention of the cirlce of Upper Rhine, convoked for Nov 23. 1. In view of possible peace negotiations, to determine the best means to safeguard the interests of the circle and the estates thereof who have been hardest hit by thepresent pernicious war. 2. To consider ways to further, at forthcoming peace negotiations, the re-integration of the [territorially] reduced circle, now deprived by French occupation and reunions of Strasbourg and the ten other imperial cities in Alsace. 3. How to help the estates 'damnified' by war towards 'indemnification' [i.e. reparation]. 4. Whether to delegate plenipotentiaries to the peace negotiations on behalf of the circle and on what basis. 5 & 6. To ascertain whether the estates wish for a general constitution of the circle and how to prepare it. 7 & 8. Whether, for defence purposes, such a constitution of the circle, within its present frontiers, is to be a permanent one, i.e. is to remain in force after conclusion of a peace treaty, and how to draw it up. 9 & 10. Whether to join the special association of the two neighbouring circles [Franconia and Swabia] and how to negotiate this. 11. How to create 'harmonie' between the estates of the circle and to end distrust and misunderstandings. 12. How to remove the difficulties created by some estates touching the [practice of the] circle's writ office [condirectorial troubles]. 13. How to bring relief to the estates of the circle from the hardships sustained through passage, marches, countermarches and quartering of troops.
