Folio 45. Proponenda', i.e. six points to be deliberated by the delegates of the six circles at their convention. 1. To ascertain the necessity of forming, within the general constitution of the empire, 'pro communi et mutua defensione' an 'associatio armorum', having due regard to the failure of the diet at Ratisbon to create a reliable organization. 2. To determine whether the association is to function not merely in war but, for the sake of precaution and invigilation, also in peace time. 3. To fix contingents, in accordance with the implementing regulations [of the empire constitution] in force, but with certain reservations, and to determine matters of command, provisions, mutual assistance, discipline, and passage of troops. 4. To decide whether simply to extend the existing association between Franconia and Swabia to the four other circles. 5. Co-ordination of work of writ-offices. 6. Necessity of notifying the Emperor of deliberations and obtaining his assistance.
