The Emperor is 'observed to be of an irresolute wavering temper, on which the last impressions ever leave the deepest marks; this occasions that he is frequently torn severall ways by the different inclinations of his ministers who in a manner govern him by turns'. Describes in some detail the ministers' background and antecedents and their ascendance to high office, power and influence, adding particulars of their departmental responsibilities and individual methods.
