Folio 31. [...] van Leeuwen to Stratford. Has shown Stratford's letter on behalf of Stepney, i.e. the latter's promotion, to Portland who read it in his, van Leeuwen's presence. Though Portland seemed 'sensible of the reasons for which it ought to be done', Leeuwen's absence [from headquarters] did not permit him to enquire if Portland would speak to the King about it. Hopes to go to the army 'after to-morrow' where he might be able to do so, 'though I must tell you that it seems to me nothing will nor can conveniently be done therein as long as his Ma[jes]ty is not return'd in England when it may be a proper time for Mr Stepney to insist further upon this matter'.
