The series suffered some destruction of earlier issues as they became obsolete; in certain cases, however, drafting papers have been preserved, eg minutes by R L Morant.
Administrative / biographical background

Circulars and memoranda were used to acquaint the Inspectorate with office procedure and current educational policy as well as matters of domestic administration and interest.

Prior to 1905 they were known as circulars but from that date onwards they were issued as memoranda.
