The Office of Trade Boards was not strictly an office of the Ministry. It was responsible to the trade boards but the secretary was appointed by the Ministry of Labour, earlier by the President of the Board of Trade, and so were the investigating officers. These worked under the chairman of the trade boards to enforce compliance with the Acts and were attached to the Office of Trade Boards.
