The files contain earlier material going back to the beginning of labour exchanges in 1909 and to the 1911 Act which began unemployment insurance. Other files deal with the administration of Unemployment Insurance, and with the amending legislation, interpretation, exclusion and extension orders. There are many files dealing with schemes for casual labour. There are papers on the measures taken in 1914 to deal with the abnormal unemployment which followed the outbreak of war. Some files incorporate Board of Trade Establishment files called E.

This department was formed when the Labour Department of the Board of Trade split into three parts in 1913 (see CL&S/L, LAB 7/17-21). In 1916 it amalgamated with the Trade Boards Department and was renamed the Employment Department. It transferred to the Ministry of Labour in January 1917.
