The report of the Committee on the Relations between Employers and Employed, which was appointed by the Ministry of Reconstruction, led to the formation of a Joint Industrial Councils Division at the Ministry of Labour in February 1917. This report, known as the Whitley Report, resulted in the formation of Whitley Councils in government departments, Joint Industrial Councils (JICs) in various industries, and in others, not sufficiently organised to form JICs, Interim Industrial Reconstruction Committees were set up. The Ministry of Labour became responsible for the formation and functioning of these councils or committees first through the JIC division which became part of the Headquarters Department, later part of the Industries Department, and in 1920 part of the Industrial Relations Department.
