Administrative / biographical background

In 1930 the Employment and Insurance Department split into the Unemployment Insurance Department and the Employment and Training Department. The various functions of the Employment and Training Department were divided as follows:

Juvenile Employment including arrangements for approved courses of instruction and industrial transference of boys and girls. (See also ETJ LAB 7/84-91). Employment exchange policy, placing, industrial transference, training and resettlement of all ex-service personnel, local employment committees, matters arising under the Empire Settlement Act, 1922, Aliens Order (see ETAR LAB 7/82-83), King's Roll, etc. General Policy in regard to training including schemes for assisting and stimulating voluntary efforts to provide occupational and recreational facilities for the unemployed; decasualisation; employment and unemployment information; and facilities for migration of workers overseas. The Director of Training held executive responsibilities for the Government Training Centres and Transfer Instructional Centres. Administration of s.18 of the Mining Industries Act, 1926.

The department also dealt with work arising from Part II of the Development (Loan Guarantees and Grants) Act, 1929.

In 1937 the Employment and Training Department split into the Employment Department and the Training and Juvenile Department.

The pre-1930 material in these files originated in the Employment Department many of whose files were taken over or re-registered by the Employment and Training Department.
