This section covers similar material to that listed under the Central Establishments Branch, except that the files deal more with routine staffing questions rather than policy decisions.

Of special interest are files on appointments to the Industrial Court, 1919, and on the Committee on Production, 1918-1919, both under 'Government Departments'. There are also files on Ministry of Labour internal re-organisation under 'Staff Organisation'.

In 1920 the Department consisted of a Central Establishments Organisation and six establishment sections among which the work was divided as follows: E.1 Council Secretariat, Industries Department, Wages and Arbitration Department, Intelligence Department, Solicitor's Department, Publicity Department.E.2 Headquarter offices of the Employment Department, and of the Finance Department, including the Claims and Records Office at Kew.E.3 Provincial Offices of the General Manager's Department.E.4 Training Department.E.5 Appointments Department.E.6 Civil Liabilities Department.
