These files originated in the Employment Department and are mainly concerned with the transition of the docks to peace-time conditions, 1918, 1919. There are also some earlier wartime Board of Trade papers re-registered as DPL.
The files deal with various schemes for decasualisation and the relevant committees for London and the other ports. Most of the schemes were submitted by Port Labour Committees and papers of these Committees are in this section.

Port Labour Committees were set up in 1916 with representatives of employers and dockers to co-operate in the war effort. In 1918 a Central Advisory Committee was formed to co-ordinate Port Labour Committee and in 1919 a separate Port of London Registration Committee was established as a result of the Port of London Casual Labour Committee (Roche Committee).
