Folio 165: Finch to Harrington. Long inconclusive discourse with Count Osterman on treaty. Omission of subsidy noted. Great difficulty is formal stipulation of English squadron accompanying a French one, if one should come. Without this, the negotiations certainly over. With it and subsidy, ratifications may be exchanged. When Lynar presented his Promemoria Osterman complained that his court was being pressed to declare itself when other powers were not to which Lynar said his master expected a formal declaration in writing. Lord Archibald's son, Mr. Hamilton here for his regiment in the Ukraine and resolves to quit the service. I propose to offer him a place in my coach, if he can get his leave in time for my departure. Brown who you recommended to Osterman, has arrived with the promise from Prince Scerbatov to enter the service here as captain. Dated St Petersburg, 1 Aug 1741.
