Folio 143: Harrington to Finch. New credentials and HM's instructions. Delay of messenger in order to ascertain something certain to proceed in our negotiation. Now assured by Count Osterman that revolution would occasion no change. HM authorizes conclusion of treaty if duchess, now regent, so disposed. Sending you new full-power and counter-project. Observe all alterations are admitted on which Osterman insisted, except that relating to furnishing of Russian troops with bread. Hope you will effect happy result, including these 3 points we want added. The first about bread, settle nearer to sense of previous demand. Procure from Osterman exact particulars of that which the Emperor had agreed and inform HM that he may know beforehand with certainty to what charge he will be subject. Addition inserted at end of 6th article about liberty to recall troops. This shows HM's sincerity and good faith, he being unwilling to leave anything undecided and to lead ally into any false expectation or subject himself to any future reproaches. Words `ses successeurs' are left out of counter-project, but if insisted on you may insert. Dated Whitehall, 9 Jan 1740/1.
