Folio 106: Finch to Harrington. Account of positions given to various relations of Osterman and Kurakin. Quarter capitation remitted by the Act of Grace will be 1,200,000 and more roubles; almost £300,000. Captain Elton given leave to build a ship at Kazan to navigate the Caspian Sea. 3 houses here have agreed to make a trial in partnership. In conjunction with the Weavers and Throwsters (silk weavers) they will apply to parliament next session for an explanation of the act of Navigation and the exclusive privileges of the Turkey Company, founded on that Act. Dated St Petersburg 4 Nov 1740.
