Folio 27: Finch to Harrington. Long despatch in French read and approved by Count Osterman, but you will need annotations to this English one, and that not proper for him but necessary to you. Excuses given by Osterman for delaying negotiation concerning France and Sweden. Others related to England at war with Spain. Eventually kept it secret in order not to give umbrage to de la Chetardie. Osterman feigned illness and pain when forced to hear my reasons. He was away during many days of Czarina's last illness. Account of warships. No Russian likes the sea. What are called Sailors are different people from their extensive provinces. Men of war are Towers of Babel, where crews do not understand one another and the Captain, a foreigner, understands none. Money for troops when abroad, e.g. on the Rhine, is doubled. Articles and separate articles further evaluated. Instructions needed for signing. Dated St Petersburgh 1 nov 1740.
