Folio 144: Forbes and Rondeau to Harrington. When Russia asked if Forbes could sign the treaty he said he could not because of alterations contrary to instructions. No time to receive instructions before departure. Only my scruples and not a change of mind by HM the reason for not signing. By time of delivering my letters of recall, Russian translation and fair draft may be ready. Dated St Petersburg 27 Apr 1734.
