Folio 68: Jefferyes to Stanhope. The Czar left for Olonitz 7 days ago but returned to a monastery because of a violent cold. The Czarina joined him but both now en route for Lake Onega. Ministers here have news from Vienna of a treaty of alliance lately concludedbetween the Emperor, HM and the king of Poland designed to reduce the Czar back to his former limits. Whether true or false it has added to their previous jealousies and increased resentment against Great Britain. Express sent to the primate of Poland asking if Count Flemming has been authorised by the king and republic or by the king alone. Copies enclosed [no longer with letters] of 2 petitions presented to reclaim 4 merchant ships, with cargoes belonging to British subjects. HM subjects used more severely by Russians than ever by the Swedes. Ships and goods confiscated and certificates refused; Seamen forced to serve in their fleet and irons loaded on them, if they refuse. Reported that the Czar's ministers at the courts of Great Britain, Denmark and Poland are ordered to invite them to send plenipotentiaries to the congress at Aland. Dated St Petersburg, 30 Jan 1718/9.
