Folio 50: Jefferyes to Stanhope. The Czar overjoyed by news from General Bruce at the Congress on Aland, of the death of the king of Sweden and the princess chosen regent, but also showed resentment against Great Britain presumably because HM is unwilling to assist him in furthering his vast and dangerous designs. Count Flemming is reported to be negotiating at Vienna, for the complete restoration of the duke of Holstein to the duties of Holstein and Sleswig, even if chosen King of Sweden. Reports of great oppression in Moscow. The Governor received orders to provide the Czar with 640,000 roubles. To avoid the displeasure of the Czar and the knout (flogging) with which he is threatened if money not forthcoming, 300,000 roubles were gathered from the poor by unheard of methods and sent to paliate the Czar's appetite. Many forced by this severity to disperse to neighbouring provinces. Dated St Petersburg, 23 Jan 1718/9.
