Folio 26: Jefferyes to Stanhope. Arrived yesterday as expeditiously as possible considering the bad roads etc. Opinion here is that Sir John Norris's not coming was designed. Shall endeavour to clear that up. Weber informs me that the minister's expect HM to make proposals to the Czar and not the Czar to HM Dated St Petersburg, 2 Jan 1718/9.
