Petersburg. To Rawdon. Congratulations on Rawdon's victory, comment on S. Carolina and the military situation; Cornwallis has just joined forces with Arnold, and is now superior to Lafayette and Wayne, but Clinton has informed him of the sailing of the French fleet from Rhode Island with 2500 troops; Portsmouth is a bad post; recommends retaliation for enemy cruelties.
