An account of his recent victory in difficult circumstances; failure of loyalists(?); has just heard of Phillips' arrival in the Chesapeake and the naval action; discusses their plan of action: an offensive war means abandoning New York and throwing their whole force into Virginia, while a defensive plan means abandoning the Carolinas, etc.; will join Phillips in the Chesapeake if Phillips is to remain there; great difficulties of communication.
