Wilmington. Gov. Martin can give particulars; justifies the winter campaign; says an attempt upon Virginia is desirable, because it might have good results in Virginia, and would encourage security of S. Carolina and submission of N. Carolina; that Virginia sent great reinforcements to Greene, though Arnold was in the Chesapeake, is convincing proof Virginia is not to be frightened by any small expedition.
