French fleet has returned, Washington reported at Williamsburg; if he had no hope of relief, Cornwallis would rather risk an action than defend the unfinished works; Clinton can help Cornwallis only by coming directly to Yorktown; French have 36 sail, Yorktown is in no state of defence; unless relief comes soon, Clinton must expect the worst.
