Memorandum of instructions to Phillips of 10 March; conversations with Phillips on 26 April; extract of letter from Clinton to Cornwallis of 11 June. The instructions authorize Phillips to take possession of Yorktown or Old Point Comfort; the conversations recommend Yorktown as a station for protection of ships, and allow Old Point Comfort as an alternative; the extract of Clinton's letter refers to an earlier statement of his opinions on stations on the James and York.
