Description

Portsmouth, Virginia. Has detained the expedition; objects to the tone of Clinton's dispatches of 8 and 11 July, as he can see no early evidence of the pressing need for a harbor now claimed by Clinton; justifies his own actions, in detail; has now ordered a survey of Point Comfort, found it not suitable, so will seize and fortify York and Gloucester; has sent Leslie to take command in S. Carolina; enclosed items at PRO 30/11/74/55-60.
