Byrd's Plantation, north of James River. Repeats much of the letter at PRO 30/11/74/5; has sent reinforcements to Portsmouth; will dislodge Lafayette from Richmond, and then move to Williamsburg Neck to await Clinton's instructions; relative value as a post of Yorktown and Portsmouth; discusses Mr. Alexander's unspecified proposal, vigorous recruiting by the governors, unreliability of the loyalists; does not like the idea of attacking Philadelphia; only in Virginia is offensive warfare possible; for this a strong force would be required, but Cornwallis does not want to command it; comments on weakness of his troops, the misunderstandings about sending transports home.
