Had 1000 men on board, now takes them back; regrets Lafayette has gone; boats and craft building at Smithfield; goods arrived from West Indies; wants instructions on unloading baggage; will prepare a house for Cornwallis at Portsmouth; plan to send ship and gunboats to the Eastern Shore, where the enemy is troublesome.
