Phillips to Cornwallis. Refers to earlier correspondence on a prisoner of war, Col. Ball of Virginia, and request for parole, which Phillips recommends, as he would like to repay Ball's civilities at Fredericksburg; Mr. Du Portail released and gone to Philadelphia.
