Folio 246: [Whitworth] to Stanhope. Efforts of the Muscovites to impede the conclusion of the treaty. Meetings with Kniphausen and Ilgen; Ilgen continues to press the Muscovite cause. Later Ilgen and Kniphausen bring news that the king will sign on certain conditions concerning the Declaration and the role of the Czar, which Whitworth and Heusch refused. They suggested the King of Prussia should approach King George directly concerning these questions. Threats made by Tolstoy of a break with the Czar should the King of Prussia sign. On Kniphausen's advice Whitworth writes to King of Prussia for confirmation of the king's intention to conclude the treaty: the king replies affirmatively, (f.240). Ilgen, Heusch and Whitworth discuss the instruments of the treaty and negotiate a clause for the security of Prussia. King has invited Whitworth, Rothembourg, and some Muscovite ministers to dinner. Continuing vacillation by the Prussians regarding the treaty, despite the king's having ordered letters to be written to the kings of Great Britain and France. Whitworth causes Rothenbourg to offer the Guarantee of France for Bremen, Verden, Stettin, etc. Muscovites receive audience from King of Prussia. Whitworth engaged in making a fair copy of the treaty's instruments. Envoy to be sent from Berlin to the Czar. From Berlin
