The series comprises the minutes of the Council for Scientific and Industrial Research, generally known as the Research Council, for the period January 1957 to January 1965, together with sets of papers for each Council meeting.

During the early period pf the Council, meetings were designated as either "Ordinary" or, if the subject matter was particularly confidential, as "Special", with the minutes of special meetings being given a limited circulation. This terminology was later abandoned and two sets of minutes, "unrestricted", and "restricted", issued for the one meeting, when appropriate. Both types of minutes will be found in the series.

The papers include reports from the various research boards; reports from committees which assisted the Council; memoranda concerning board appointments and accommodation, staffing and resources available to individual Department of Scientific and Industrial Research establishments; and applications for grants and grant renewal.
