The Systems and Equipment Department was formed in 1967 as part of the Air Registration Board, which became part of the Civil Aviation Authority in 1972.

The requirements for the checks and evaluations carried out by the department are specified in the UK Air Navigation Order (ANO), British Civil Airworthiness Requirements (BCAR) and Joint Airworthiness Requirements (JAR).
