The Directorate of Operations Planning and Development is a division of the Civil Aviation Authority's Directorate of Operations. It is responsible for the development of legislation and amendments concerning equipment and documentation, registration and marking, crew composition, operation of aircraft, and aircraft performance.

It also deals with the development of guidance and regulatory material on all-weather operations and of criteria for obstacle clearance surfaces and associated procedure for take-off, approach and landing.
