The Rotorcraft Requirements Co-ordinating Committee was originally formed in 1948 under the auspices of the Air Registration Board and continued when the Civil Aviation Authority's Airworthiness Division took over the functions of the board in 1972. Its terms of reference are: to consider proposals for amendment of, or addition to, airworthiness requirements for British civil rotorcraft and, subject to the advice of the Technical Committee of the Airworthiness Requirements Board, to approve them for publication in British Civil Airworthiness Requirements (BCAR);whenever considered appropriate to recommend to the Civil Aviation Authority (CAA) and to the Ministry of Defence (Procurement Executive) such action as appears necessary to co-ordinate the airworthiness standards specified for military rotorcraft developed under Ministry of Defence (Procurement Executive) contract and those specified in the British Civil Airworthiness Requirements; andwhen required by the CAA, to consider proposals for submissions to be made to the International Civil Aviation Authority Authority Organisation in regard to the airworthiness of rotorcraft.

Members of the committee have included, at various times, representatives of the Ministry of Supply, Ministry of Aviation Society of Aircraft Constructors and various airlines, as well as Air Registration Board and Civil Aviation Authority staff.
