Administrative / biographical background

The Civil Aviation Authority (CAA) is responsible for approving scheduled service fares, both domestic and international. Domestic fares are reviewed annually at public hearings. Changes, however, can be made between hearings through the filings procedure, when applications for changes in fare are considered by the Fares Group. International scheduled fares and cargo rates are filed with the CAA by the airlines, either separately or after the tariffs have been agreed within the International Air Transport Association (IATA). The changes are subject to approval by the CAA and its counterparts in other countries.

The Fares Group meets regularly to consider applications (filings) and consists of senior members of staff from the Economic Services Group of the CAA. From its formation in 1976 until 1977 it was known as the Economic Policy and Licensing Fares Sub-Committee. In January 1977 it changed its name briefly to the Economic Department's Fares Supervisory Group before becoming, in May 1977, the Fares Group.
