Administrative / biographical background

After the end of the Cyprus emergency in February 1959, negotiations for the establishment of the Republic of Cyprus were eventually concluded in August 1960, when independence was declared. The Republic was not initially a member of the Commonwealth, and Britain was represented in the Republic by a Representative, and his deputy, the Counsellor. When Cyprus joined the Commonwealth in March 1961, the office of Representative became instead that of High Commissioner.
