Minutes and papers in two series, information (RCI) and working (RCP), circulated to members of the Royal Commission on Environmental Pollution, together with agendas, notices and draft reports.
RCI papers contain information on the administration of the commission and its secretariat, and also background information relevant to the commission's work.
RCP papers include all material circulated to the commission for consideration and discussion where necessary. A few RCP paper numbers were never used:

- 1973: RCP (73): 9, 38, 46
- 1974: RCP (74): 3, 107
- 1975: RCP (75): 21, 45, 98, 218
