Mainly registered files in the Civil Service Commission's plain number file series (from number 4001 dated 1908), but including some 'Miscellaneous' and other prefix file series reflecting all aspects of open competitive appointments to Civil Service posts.
In addition, the series includes a few earlier files more properly belonging to Series I (CSC 3) and some files relating to the Fulton Committee on the Civil Service. These records follow on from those in CSC 2 and CSC 3 and overlap in date with records in both those series.
