UKUSA Sigint relations: Feb 5 AGD queries C's decision that Col Tiltman be responsible for UKUSA liaison as part of major reorganisation in GCCS, AGD considers he has much stronger case for this position, C agrees, Feb 6; M/S letters from Capt Eddie Hastings in Washington to AGD and Col Tiltman, Feb 7, Tiltman to visit US; details of reorganisation in US Naval Sigint organisation, Feb 15; C informs US of major reorganisation at GCCS, AGD becomes Deputy Director (C) (Civil), EWT becomes Deputy Director (S) (Service), Earnshaw Smith assistant to DD (C) with title AD (C), Nigel de Grey becomes assistant to DD (S) with title AD (S), Feb 19; AGD asks C of he should pass all diplomatic material processed in GCCS to US, Feb 23; letters from AGD addressed to Col WF Friedman, Lt Currier (USN) and to Oliver Strachey GCCS representative in Ottawa, all sent with Col Tiltman to deliver during his visit to North America, Mar 8; AGD's briefing notes for Tiltman on present state of UKUSA liaison on various diplomatic tasks, Mar 8; working aids from RAF Section for Col Tiltman to take to US, Mar 10; signals between EWT and Col Tiltman and also HC Kenworthy, member of a UK Joint Services and GCCS Sigint delegation visiting North America April/May; Col Tiltman's copy of a 60-page report on CANUKUS Joint Services Sigint discussions held in Washington 6-17 April at instigation of British Admiralty, British team led by Capt HR Sandwith, signalled exchanges between Sandwith and Admiralty, conference paper by Capt Sandwith goes into considerable detail into most aspects of the UK Sigint and intelligence organisation; trip report by Lt Col JH Tiltman following his visit to North America Mar 25 - Apr 26, including terms of reference, results and recommendations
