C relaxes security restrictions at BP, official designation of GCCS in future to be Government Communications Headquarters (GCHQ); GCCS argues against establishing a Combined Cryptographic Bureau for the Middle East (ME), in Cairo; senior appointments atBP Jan 5 following retirement of Oliver Strachey; Sigint liaison with South Africa, Canada and New Zealand; liaison with French, Poles and Finns, monthly intelligence report from French; listing of all known German transmitters and frequencies as at February 1940; Sigint from Funchal (Madeira); EW Travis (EWT) Deputy Head of GCCS, chairs inter-Service meeting on introduction into all Services of RAF's Type X cypher machine; organisation of Y Services, terms of reference for Wireless Telegraphy Board (WTB)
