In the years immediately following nationalisation, responsibility for the board's non-industrial staffing was shared largely by the Secretary's Department, the Manpower and Welfare Department and the Establishments Section. In 1959, the Staff Department was formed specifically to deal with this issue on the recommendation of the Fleck Advisory Committee on Organisation. Its functions were to assist and advise management on staff structure, staff selection and training, and to reconcile the immediate needs of management with the wider and long-term needs of the industry. It also had responsibility for a staff college at Chalfont St Giles, Bucks, local superannuation centres, and staff managers at a local level.
