The Legal Department of the National Coal Board served the board itself, and advised its subsidiary and associated undertakings in respect of estates, conveyancing and commercial work, litigation and arbitration, and parliamentary advice. It was headed by the Legal Adviser, who was solicitor to the board and reported directly to the chairman. It also had responsibility for the regional solicitors' offices.
