Aliens and Immigration, Denization and Naturalisation
The Aliens Acts 1793 and 1798 established a system of registration of aliens by means of declarations signed by aliens at ports of entry and certified into the Home Office by customs officers or local agents. Aliens had to secure passports from the Secretary of State in order to leave London, and might be restricted to certain ports of entry and to certain areas of residence inland. In 1793 a Superintendent of Aliens was appointed, and his department was soon known as the Aliens Office. From 1796 there were inspectors at nominated ports of entry, and by 1805 the Superintendent had three assistants.
