Bruce to Prince Kung. Wishes to lease permanently area of 440 mou to south of Tientsin at 1.5-2 taels per mou. Inhabitants of area must move out, but they will be compensated at 30 taels per mou, with additional 10 taels removal expenses, their houses and other buildings will also be compensated for.
